The caption on this road side propaganda (위대한 수령 김일성동지는 영원히 우리와 함께 계신다) means, "The Great Leader, Comrade Kim Il-sung is with us forever." Considered as the "Father" of the country, Kim Il-sung is generally portrayed to be a father figure. Holding the little girl in one arm while draping his other arm around another girl, and shown wearing his glasses all add to the image of a fatherly figure.
If you zoom in a bit on the little girl the Great Leader is holding, you can see the clothing she's wearing has colorful stripes on her arm. I'm by no means an expert in Korean traditional clothing, but it would appear this is Saekdong. It consists of a bunch of colored stripes, and dates back to the Goryeo period (918-1392).
